I'm sure this has been asked before, how do we defend against these 2♣ openings?

What would you do over a 1C opening?
X is T/O, 2NT showes a strong NT with a club stopper, suits on the 2 level are the same as a
overcall happening on the 2 level.
The given East hand should pass, ..., if you would make a T/O over 1C go ahead, do it here as well.
If it goes Pass / Pass, West will Reopen with a X, most likely he should do it as well after a
(preemptive raise) by South to 3C, but it is not clear cut, and Pass is also ok.
