A issue about fourth suit forcing

Today I encountered a Gib hand, and found Gibs can't handle with such majors suits style.

After fourth seat opening, is Fourth suit forcing a round?
I think such issue has something to do with Gib CC and programming, but don't know exactly what.

I think that there was another thread recently where it was confirmed that except in rare documented circumstances (ie Drury) GIB's system does not change based on position of opener.
