Fourth suit disappear?

Question: 3♦ implies: No heart stopper in all the cases?
Without support either for spades or clubs, after bidding 2♦, 3♦ doesn't show plus values or shape, right?

If this is true, and 3♦ necessarily implies no heart stopper, then 3♥ by responder:
shows 4 hearts
shows 3 hearts and 5 clubs
nothing about hearts, forcing relais?

I think it should show a heart holding like Axx or Kxx where 3NT might be better played by a partner with something like Qx.
