Tps for suit,Hcp for notrump?

For this hand,Gib S can't make double only with 13hcp,even though with 16TPs.
Does it depand on TPs or Hcp?

East bid a transfer showing clubs; South is making a takeout double of clubs. So it's OK I guess.

That is a real guess,If possible,after transfer to 3♣ - pass -pass - then making double should be a best chance.
