That's what I thought too but I can't find any evidence for this in the FIFA rules. Still there must be a bit more to this than just an urban legend since I found a lot of fans online who have heard of it, Rafa Benitez being one of them.

And nobody has mentioned yet that Neymar escaped with only a yellow card for his carefully planted elbow on Modric' jaw.

Referees are people too, and they do make mistakes (and are allowed to make mistakes), but I think this referee was simply biased. I do not mean that he intended to be biased, but he was simply overwhelmed and his legs weren't strong enough.

There was a Croatian dude who did something very similar on a Brazilian dude, but I agree that they both should have been sent off.

I search about it in german sources, The conclusions. There is no extra rule about fouls on goalie in 5m area. But...there are instructions and comments to the IFAB Rule 12 directed to the refeeres , to be particular care about any shoving action on goalie in 5m area, with or without the ball in direct action.

imo the croatian player deliberately touched the ball through the defense to the attacker running on the back side rather than trying to shoot towards goal. he looks to see that the ball did in fact split the defenders

i'm not sure where you see him looking left

It is possible, but he has such a clear shot on goal that it would be ridiculous to do so. Then again, it is also ridiculous to so badly whiff on the shot, so I am not sure what to think. As for looking, anyone would naturally look where the ball has gone, so that does not mean much either way.
