Bidding as it occured at the table:
IMPs (teams)

South opened 1, natural but can be 2-card (openings 5cM and 4cD)
2 was natural.
DBL Takeout.
East had a 7c and result was 2X+1

If North is aware that South can be that weak, he should maybe pull, but I find it hard to attach blame to N or S here.

I think the reasons for not wanting to make a takeout dbl with S hand are pretty clear. (or at least, it should be made with serious reservations)

1. Almost all his values are concentrated in a 6-card club suit.
2. A takeout double implies better values in diamonds.
3. Declaring in 2S, 3S, or 3D (or higher) at this vulnerability could be precarious if we don't find partner with a good fit.
4. We may push EW to a makeable game.
5. In most cases a takeout double should deny a 6-card suit.
