It seems partner has some strange 2S opener via multi. What would 2S opening have meant as opposed to multi?

And now he bids 3S freely without anything known in responder's hand and at unfavorable colors. He must have one odd distributional thing; if he can be trusted at all, 4S should be automatic.

This depends on partner. I find the 3S bid bizarre opposite a sane partner. Playing with the given partner, who knows? I pass!

The two significant views seem to be:

If partner does something strange, she must have a reason. or

If partner does something strange, she must be wrong.

I prefer to go thru life/Bridge with the first idea, until pard proves differently.

Good point. The only plausible reason for bidding 3 in this auction but not opening 3 originally is that partner missorted his hand. He either found another A and K, or an extra spade or two. Likely, this makes 4 right.

I would definitely bid 4 and would rather have bid something higher than 2 last time...assume 3 would be P/C
