How do you access training partnership bidding feature from the mobile app?

They aren't currently available in the mobile app.

However you can have your partner log in with the web version, and reserve a seat in your name while you are logged in, this will send you an invitation and you can play with them on the iPad version (you are talking about a Partnership Bidding Table, right?).
