Could be he forgot how to play multis, the people at my club playing multis don;t actually know how to play them, they bid 2♠ in response to 2♦ when they have five or more spades. Maybe this person was making even bigger mistakes than this, and thought 2♥ showed hearts, and he had a six card spade suit and three hearts?

This however shouldn't influence your decision, and I think you can do what you like as this bid doesn't exist in your multi unless you've specifically agreed something for it.

I raised to 4♥ and took 10 tricks on a spade lead (diamond discard, club to queen, lose two hearts while keeping control and being glad that clubs were 2-2). My RHO now knows that it's a good idea to show his 6-card solid minor. I promise my 2♥ was completely in tempo, but anyway if we wanted to cheat we would find better contracts than this.
