I know... the 1NT is a little flaky. (I'm trying, mgoetze :) ) So, I'm guessing that GIB would have invited with 2NT if I had bid 2♥, but was afraid of the heart suit after a 2♦ response?

Here, I think GIB should bid Stayman, and be content to rebid 2NT if my response isn't 2♥.

Don't see what you are complaining about? It's routine not to invite on blah balanced 8 counts. The first one had a 5 cd suit, honors in long suits, worth more, but 2d rated to be a reasonable partial when you didn't have spades.
