Also, you wouldn't bid puppet stayman anytime you were going to follow up a nonfit response to stayman with 3m.

Two example of where Puppet Stayman gives less information about declarer's shape than regular Stayman:
1NT - 2♣; 2♦ - 2♥; 2♠ - 4♠. Here it is unknown if declarer has 4 hearts or not.
1NT - 2♣; 2♦ - 2♠ (hearts); 2NT. And here it is unknown if declarer has 4 spades.
In both cases more about declarer's shape is known after a normal Stayman sequence. Of course Puppet often reveals more about dummy's shape. It is actually more efficient to use 2♣ as puppet and a following 3♣ as GF regular Stayman than 2♣ as Stayman and 3♣ as puppet. However, that approach exposes you to lead-directing doubles much more often than the methods Clee describes and requires more artificiality/complexity.
As for the OP's proposed convention, I have to say I am not a fan on first look. If the point is to make 3m passable then that is going to be extremely rare when the shortage is unknown. And checking on the shortage is necessary after 3m; no doubt you have follow-ups to allow this but can you also stop in the right contract afterwards? And what about when Opener has a perfecto - if 4m is also non-forcing can we have a sensible slam auction? If the answers to all these are yes then sure; if not then I would need some pretty good test results before throwing it into any system.
