I would never Dbl with such hand, better is 1 or 4 imo.

EDIT: didn't see partner's pass, I would bid 4.

:P An initial 4 followed by 5 if necessary seems best. Alternatively, you could overcall 1 and then "walk the dog" by bidding minimum spades at each opportunity. Do this only against much weaker opponents. Doubling, imo, has zero merit.
The main considerations are:
1. you virtually have game in hand.
2. you have only 12 of the deck's 40 HCP
3. partner passed in first seat

I'll bid 1. Double is pointless. Good arguments could be made for 4 though, but personally if I were going to do that I'd bid 5.
