I guess you can play unusual vs unusual here.
3 = weak raise
3 = good hand with support
3 = good hand with
3 = poor hand with
and various possible agreements about Dbl, for example suggesting penalties in at least one of their suits.

Using this scheme, you could bid 3, Dbl or pass. They all have their (dis)advantages and I'm not sure what's best. I don't like pass though, we might miss an easy distributional 4. Dbl only works when opps play in and the chances are very small. So I'd probably bid 3.
