Please tell me that this is allowed.

Also I was told about 1 point deviations being allowed and 2 point deviations not being allowed.

This happened when someone opened 1NT (15-17) with AKQxx and a side A.

Is there any official status to these views?

The bit about 1 and 2 point deviations is a result of Don Oakie's crusade against psychs back in the 70s. As far as I know, this view is no longer supported in NA.

Psychs of natural 1NT openings are allowed, and cannot be banned in games which follow the Laws.

It sounds to me like this is a perfectly legal psych.

In a 15-17 range, with a K&R of 14.70, is that really even a psyche? and that is with no tens.

I don't see any problem with that 1NT opening. However, if it is a habit and there are frequent 13HCP 1NT's in this partnership, it becomes a disclosure problem (MI) when their agreement has slid into a different range, perhaps with accompanying upgrades of 17HCP hands into the 18-19NT HCP range. This is just speculation, so a single incident is fine while frequent ones IMO are not ok if the announcement is kept at 15-17.

As to your question of "official status", I don't know what - if any - there is.
