Double and then 2♣ over 1M looks like a down-the-middle action. Too heavy for 2♣ and 3♣ is too weird for me.
Pass could work but I'm not ready to give up a vul. game for 50 a trick.

I am in the pass out seat with 3 cards in the majors and opener bid my strongest suit and both players passes?
So maybe openers most possible hand is a 4432 with around 13 HCPs. That leaves 8 HCPs for the other two players and makes game unlikely.
I take the outside view and pass. I guess that I will be in some no play 5 Club, 3 NT or defending 4 in a Major when I bid now. So I take the "sure" and little plus.

Btw double followed by some number of clubs is not an overbid.

I was playing with GIBs. Partner bid 4♠ which made, but of course if he had hearts instead that would have been worse. In the end, who knows. I'm certainly happier taking my chances in a vul 4♠ there than collecting 200 against 1♦ (I think in practice it might even end up being less.) But I still think pass is reasonable.
