It's known as Equal Level Conversion (ELC). Even people who don't play it at lower levels usually play it this high up.

Nice problem and no clear answer. 3N has appeal but obvious holes and will end the bidding. Dble a nice choice providing partner does not consider 5C just as nice a choice.
I'd stick with this partner, they seem to have the right response to your problem bids!
