As I have been trying to rekindle a ZAR intrest, I will put this in ZAR perspective. You have 8 hcp (discount club jack), 2 control points, 11 distributional points. That comes to 21. When partner bids spades, you get 1 fit point for spade queen and 2 fit points for the stiff club. That comes to 24. One or both kings are likely to be extremely useful as the aces rate to be onside. Then you have super fit consideration. Your stiff club and one of your four card red suits are probably mis-matched, so instead of taking 3 fit points for spade queen and one club, you could try to guess the degree of fit in other suits. Partner rates to have 2/3 ♣ 5♠+, so that leaves him with 5/5/6 red cards. If you assume on average 5 red cards, you have a difference of 3 in the red suits and 1 or 2 in clubs, so you can use misfit points (4 or 5) instead of fit points (3) to climb to 25 to 26 ZAR points. This is clearly enough for game. So bid 4♠, I agree with Mike that your next decison will be what to do over 5♣ which is clearly coming. I would not double that, as I have no club trick, and no quick tricks.

Thus we are not in a forcing pass situation.... so partner, with KJxxx Axx QJx xx is going to pass, and we may take a quiet 100 or 150... heck, with KJxxx AQx QJx xx he is passing, and while +300 isn't much compensation for our 620, it's better than +100... and if you guys are on the other team, it's win 5

I bid 4♠ didn't I!
If partner has those hands, I don't think we are being realistic about there being a 5♣ bid. However I wouldn't deny if the auction went that way they could easily be down 1 or 2.
