I would reevaluate the opening hand dramatically upwards and bid 3C. When Partner bids 3S I follow with 4 diamonds which should get us to 6 diamonds.
Help me bid this

Thanks to all. My partner bid 3H and I bid 3NT, which closed the auction. As stated originally, it was IMPs. Should I have bid 4D instead?

Opener has shown 5+ diamonds and 4 hearts, for all you know, he could be 5422.
You are bal., you have enough for game, you have a stopper, you bid 3NT.
If you bid 3S, this sounds a lot like searching for a club stopper.
You also are lacking Aces, ..., I find 3NT in the given seq. obvious, but this may
just me.
I also find passing 3NT obvious, but feel free to disagree.

The issue is that over 3♥, you could have a completely minimum double for 3N and you're way better than that.
I don't know if 3♥ is 100% forcing opposite a minimum double (I would X on Kxxx, QJxx, x, xxxx), if it isn't, need to bid 3♣ instead.

I agree, a key Q is, is the question, is 3H forcing or not.
Although I would say, the answer is No, I am fine with saying it is, ..., the question would then be, is openers hand strong enough to make a
forcing bid, without knowing where to end up. And this will lead to the Q, what is the lower bound for a neg x. over 2C.

#1 I do think your lower bound for making a neg. X is higher than mine, see also the Q, if 3H is forcing or not.

I dont have a natural 2NT bid av. in the given seq., if you do, you eliminate some hands from the set
of hands, that make a neg. X, that I need to cater for.

This was a 2-level negative double so partner isnt real weak, a good 8 about the bottom range, and he either holds both majors or one major with diamond support.
3h is a considerable underbid knowing the hand opposite will fit well.
