You have assigned the price tag to the loss of using a 3 other purposes.
The weak meaning is not the only possible option, we use it as showing a single suiter with exactly inv. strength.
This enables 3D in a seq.

1H - 2D
2H - 3D

as showing a strong single suiter, it also makes it simpler to play a 2/1 as always G/F eliminating some hands,
which would otherwise be forced to over (or under) bid.

Anyway not being able to use a specific bid for other things is a cost. And in a specific situation, you will say
the cost is ok, or you get more bang for the buck, by using the bid, you use it.

because with 4 hearts and 4 clubs opposite a 2 card+ club, they don't know they have a club fit, unfortunately partner has 6 rather than 2 or 3 and a hand not worth another bid.
