Obviously not great, but the actual decision to bid is somewhat understandable. It has to bid something - pass can't be correct at IMPs - but all of its bids, including 5♦, show 18+ points for doubling-then-bidding-again, which is the real problem, and a long standing one.
Finding Hx in hearts is all it really needs for 4♥ to be fine, so I can see that occasionally coming out on top in a simulation (especially when its system says West will correct back to diamonds with something like a heart void). The second problem is that it "knows" South will never bid 4♠, and it "knows" a basic robot partner wouldn't raise hearts.. it just doesn't know it isn't playing with a basic robot partner.
