I am not sure why my partner raised to 7C but she did. How should I play on a low heart lead?

Ruff the lead and run five trumps pitching diamonds. Then cash three spades endind in dummy and the heart ace. Now you are in dummy with the 98 of hearts and the diamond ace, while on hand you have Q5 of diamonds and a trump.

If RHO has singleton diamond king at this point you cash diamond ace and hand is good; if he has two diamonds then he has only one heart so you ruff a heart and dummy is good.

This does require a bit of guessing as to RHOs shape, but you really only need to know the starting heart break and the lead will often help with that.
