Was GIB cheating?

Early 90's, because of being not advanced enough, some of the bridge playing toys peek, otherwise it's simply not playable.

Nowadays,some bridge playing apps also peek, but covered with "technology".

I understand GIB is not the case, but this example put me in doubt.

It's a dull 4H,but watch what happened in trump.
After SQ was led, 2 rounds of spades played, N gave hi-lo. Then, trump Ace, nothing happend, 9, finesse!
