Friends, Enemies, and Web List what do these tournament restrictions mean?

Does anyone know what these terms mean? Until recently the only tournaments I've played have been robot individuals. Most of the hundreds of pairs games with humans have these restrictions under "Details"

Most of the time it means it is a private / club-based tournament, so the TD uploads a 'web list' of club members who can participate (or make it restricted to their 'friends'). Enemies is more likely to be on an 'exclude' list, so people who have upset the TD in the past can't join.

Thanks merriman. It was kinda looking like that was the case. Seems like the ABCL's are best option with no restrictions and large fields at good price. However, there can be a fair amount of time pressure in those with 6 min per board and 4 humans at the table.

is there a documentation explainning how to save a list of friends into a local computer?
And how to import a list of friends from a web list or local computer list?
