Double - Strong hand
1NT - Strong hand
Cue bid - Strong hand
Reverse - Strong hand
Jump rebid - Strong hand
If partner can't make a bid over your opening 1♣ bid proceed with caution! Remember the 1♠ bidder's partner may have some strength but couldn't enter the auction over 1♣ as his/her hand is too balanced.
My interpretation is Double would be 16-18 1444 or 0445
1NT 18-19 balanced
Cue bid 19-21 1444 or 0445
Reverse 18+
Jump rebid 18+

I agree to some extent as there is a small inference partner may have minor suit support as he/she couldn't bid a major at the one level, but reversing or jump-rebidding automatically puts an onus on partner to conjure up some sort of bid with a weak hand. Obviously, as partner has already passed, if you do reverse or jump rebid in this situation, you should have an agreement in place that partner has an option to pass again if his/her hand merits it. Skinny 16 counts (especially reverses) opposite a passed partner with nowt could land you in trouble if partner feels obliged to bid.
Therefore, as opener if you do have a great distributional hand that didn't quite warrant a 2♣ opening bid, you may want to modify the cue bid option of 2♠, or use a forcing high reverse of 1♣-p-p-(1♠)-3♦/3♥ as forcing.

IMHO opener cannot force except with a cuebid. With the right yarborough i might pass any natural bid.

1n = hand too strong to open 1nt (18-19), spade covered.
2s = strong hand, takeout, 16+
reverse = reverse (probably short in spades)
jump rebid = strong, 16+
partner is a passed hand, and you didn't open 2c. this is a partscore battle, don't worry about game.
