Why would Gib pass forcing raise of minor?

There was a similar post recently.
Even not playing 2/1 a raise of a minor shows extras.
Here North is a passed hand. So South could pass 2♦ so has to have extras and i don't think 13 is the minimum for 3♦.
I bet there is a problem with
1♠-2♥-3♥ &
1♥-2♦-3♦ too.

I will try to have this looked at. I think he just couldn't find a bid that fit, not the right stoppers, no second suit. 3NT looks possible on this hand but he could always fall back on 4D if there is nothing else, or maybe 3S on a doubleton (it probably hasn't been defined that way).
Please let me know about any questions or interest or bug reports about GIB.

Are you so sure it's wrong?
Those of us that play 2/1 as unconditionally forcing don't contemplate a pass, but many others playing 2/1 agree that repetition of responder's suit is negative and passable, removing the GF - I thought that GIB was in this category, and it looks as if North is too, given his reply with a hand at the limit.
