Sounds right. If 2NT is undiscussed then it seems dangerous. 3D looks right at whatever strength.

A lot depends on your agreed meaning for the double. If you have no agreement it's a complete crapshoot.
Mine shows a strong notrump. You can deviate buy a point or 3 (on the plus side) but you have no short suits (unless you do with a high honour or 4-4-4-1 shape).
I can bid front of card as if we opened 1nt with this and bid 2nt, lebensohl into 3♦ (most likely) or 3♦ forcing if I'm in a gambling mood.

The double is a standard penalty double of a weak NT: roughly 14+, no shape requirements, no upper limit. Restricting it to being a strong NT is not something I've ever heard of before.

Can you tell us what's the meanings of 2♥?
1- if 2♥ is a natural bid without forcing , my plan is double at first, let pd pick up a minor, if pd respondes 2♠, I would rebid 3♣, pd will pass or correct to 3♦, sign off.
2- if 2♥ is to ask pd to transfer to 2♠, I would bid 2N at first,then rebid 3♦, sign off.
