Double of 3NT wouldn't make any difference- GIB would take it out to 4H.

The 3N bid isn't terrible if East believes the description provided for his partner's 3♦ bid.
PS: I wonder why the description 2N doesn't include anything about South's heart holding.
PPS: I also wonder what, if anything, GIB thinks is the difference between South passing or doubling 3N.
