After partner's 1♦, RHO bids 3♣ (presumably weak with 6 or 7 cards). How should the various responses be treated? Are 3♥ and 3♠ forcing? Is double negative or for penalties? How would you express slam interest without over-committing? In general, are methods for combating 3-level intervention covered by standard bidding systems, or would it require some kind of partnership agreement?

I think you should have partnership agreements, but whether you have parnership agreements on general competitive bidding, opponents 3-level jump overcalls, or the specific sequence 1D--(3C) is up to you. I think you can get pretty far with general competitive bidding agreements, perhaps something like:

- Responder's new suit at the 3-level is forcing (usually to game).
- Double is for take-out, promising constructive values.
- Supporting opener's suit is competitive.

You probably would need more rules (cue bids at the 2-level, 3-level and 4-level, jumps in new suits etc) but with the agreements above:

1D--(3C)---
Pass = Natural or penalty pass (hoping opener can balance with a double)
Dbl = Take-out, probably holding at least one four card major (probably both). Should show at least invitational values.
3D = Competitive
3M = Natural 5+ suit, forcing
3NT = To play
4C = Undefined, but I would assume both majors choice of games which can not stand to play 3D doubled
4D = Undefined, but I would assume slam interest with support
4M = Undefined, I would assume natural and suggestion to play

My actual hand was ♠4 ♥AQT652 ♦J42 ♣AQ3. I bid 3♥, hoping my partner would take it as forcing. My partner was a competent player
but unfortunately we'd only played with each other once before. He passed, and I made 6.
