I would not have made a game try with East's hand, and indeed he is 1 TP short of the bare minimum requirement for the bid by GIB's own reckoning.
Not sure that I agree that West should bid 2S on 21 HCP or 22 TP, per explanation, but even if that were allowed, it seems vanishingly unlikely given North's subsequent X of 2S. As I think is demonstrated by how poor a contract 3S is on this hand.
