X is a regular negative double OR a strong hand, 2x is NF.
It is not because things are difficult that we do not dare, it is because we do not dare that they are difficult.

I suppose partner promises 3 hearts and a singleton club on this sequence? (Would have bid hearts immediately with 4 and would not suggest the 4-3 fit without a singleton - there's always 3♦ or 3♠ otherwise.)
Let's see... Axxx Axx Axxxx x from partner has reasonable play at 4♥ and no play at 3N. So I think 4♥ is right.
But I would have just bid 3N instead of 3♣ in the first place, which I admit might be wrong.
