I think it's a good idea, both in competition and uncontested. You can never have too many raises, and often a splinter helps the opponents more than it does our side.
I play 1♣-major;3♦ as the raise, rather than 3M-1, but not for any particular reason. You can play 1♦-1♠;3♥ the same way.
