Opening 1 of a major

Is there any legal convention where open 1 or 1 with a singleton in said suit is a legal bid? I ran into this in a tournament today and I was wondering what conventions if any could be using such bids?

whether something is legal or not depends on where you are playing. In most very high-level events you can play anything you like, as long as you alert it and explain it properly.

If it was a convention it would be a required alert as possible short. However it looks more like a psych bid, which isnt alertable and should fool his partner just as much as it fools you, he is just gambling that fooling you helps him more then fooling his partner hurts.
