(1) 3NT = hearts

Is this legal or not?

I couldn't find anything suggesting it was legal in the GCC.

However the player claimed that he has been playing it for 20-25 years and has been told it is ok by National Directors.

Doesn't look legal to me. I'd ask the TD to show me under which part of the GCC it's legal.

I was the director and asked the player under which part (specifically of competitive bidding) that he thought it was legal.

He just told me I was wrong :)

If the hearts are solid then it is legal as an opening, but doesn't seem to be legal as an overcall.

That might be where the player was confused. BTW, is the GCC in NZ the same as ours? Just curious; I know you specified ACBL even though you show located elsewhere.
