On the given 2♠ rebid and the 2NT invite, opener can accept and also show exactly 3 hearts by bidding 3♥ enroute to the NT game.

1s then 2s can be pretty lite.
This is a very typical example of a tough hand for lite openers. You have 11 hcp....5h and no spade support. You must choose to live with this kind of problem or not.
I need a heck of alot more to gf with this.
2nt if soundish.

2♠ sounds rather minimum.
Nevertheless, I will almost always rebid 2NT (might depend, on state of match and colors): not really to play there, bit to give parter the option between 3 or 4 ♠. I don't really expect him to bid a 3 card ♥, but you never know......
