Is it legal, in the US, to have a 1NT bid that means "14 to 16 points and either balanced with no 5 card major or unbalanced with no 4 card major"?
It is clearly not a destructive bid, and it is making a serious recomendation to play in NT (since 3NT is by far the most likely game when there is no major fit), though it is not "natural" in the GCC sense of the word.

At the GCC level, this is legal: FORCING 1NT OPENING BID (15+ HCPs) indicating a strong hand, balanced or unbalanced. All other artificial/conventional 1NT openings are prohibited under the GCC. So the answer to your question is no.
