I agree with this. I would expect a good 2-3-2-6 that didn't want to open 1N for whatever reason. Also, we have both limited our hands, so its not like we need maximum flexibility to investigate all strains.
If I held a 3-1-3-6, do I really want partner passing with four hearts? Why couldn't I just bid 2♠ with this?
