I would just overcall 3♥.

For me, 4♣ is natural, so my only alternative is double (also reasonable). Then I might have to choose between passing partner's spade bids, or bidding (4♥ over 3♠, 5♣ over 4♠) to show a flexible hand.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.
