Are you talking about playing with robots, and the human taking the place of the robot to declare?
In most robot tournaments, this happens whenever North becomes declarer. The exception are tournaments labeled "Classic", "Robot Race", "Robot Reward", and "Bridge Bingo". The last 3 types of tournaments are played for speed, so arranging for the robot to play is a good strategy because they can play faster than humans.
Human declares doesn't happen in when you play with robots at regular tables rather than tournaments.
Human declares is also enabled in the solitaire games.
