What's the meaning of this sequence? After Negative Double

Catering to partner, who might have been hamstrung by the 2D overcall without hearts ---club suit, but not right for 3C ---I will try 3NT. Then, maybe partner will know what he meant and place the final strain.

Mike Lawrence used to recommend that responder Cue Bidding 3♦ showed a game forcing raise and that this auction showed a limit raise. I never like that treatment - but if this were a pickup partnership it wouldn't surprise me if that's what he is doing.
That being said, like the above poster, I would bid 3NT and hope he clarifies what he meant.
If no one comes from the future to stop you from doing it then how bad a decision could it really be?

Responder's Neg-DBL showed 4 cards Hts
If he had a limt raise+ for Sp, he would have bid 3D!:
1S - ( 2D ) - 3D!
So partner's 3S! is a Crtl Cuebid for Hts as trump... after Opener's 3H-jump showed Hts w/extras.
You need a Cl cue, so now bid a "Serious 3NT" .

Why does the negative double show 4 heart cards? 'Cause if it really does we might as well change the name to 4-heart-cards double instead of negative double.

That would be a pretty silly name, since it only applies to some sequences. Some negative doubles show four hearts, others show four spades, others show either, others show neither. Many, including Bridge World Standard, define this one as showing four hearts.
BWS 2001 said:
Negative doubles: A negative double at the one level or when there is exactly one unbid major guarantees at least four cards in any unbid major (opener may rebid in a three-card suit there in a pinch); otherwise, that requirement is only tentative (opener should not rebid in a three-card suit). When responder’s negative double guarantees length in an unbid major, opener’s bids in that suit function as would raises in the corresponding noncompetitive auction.

With our minor holdings, I think we have bid our hand to the full. If partner can't continue over 4H, I would be glad I didn't invent any bids.
