Mike Lawrence used to recommend that responder Cue Bidding 3♦ showed a game forcing raise and that this auction showed a limit raise. I never like that treatment - but if this were a pickup partnership it wouldn't surprise me if that's what he is doing.
That being said, like the above poster, I would bid 3NT and hope he clarifies what he meant.

If he had a limt raise+ for Sp, he would have bid 3D!:
1S - ( 2D ) - 3D!
So partner's 3S! is a Crtl Cuebid for Hts as trump... after Opener's 3H-jump showed Hts w/extras.
You need a Cl cue, so now bid a "Serious 3NT" .

That would be a pretty silly name, since it only applies to some sequences. Some negative doubles show four hearts, others show four spades, others show either, others show neither. Many, including Bridge World Standard, define this one as showing four hearts.
